Eligibility - New Undergraduate Students who are admitted for Winter 2026 or Spring 2027 and must be registered for a SOAR program.

The photo you submit should resemble a passport style photo and must meet the university's photo requirements (smiles are permitted).  For additional examples of acceptable and unacceptable ID images, visit the U.S. Department of State website.

Complete these 4 easy steps before 12/23/2026 to be eligible to have your Iowa One Card mailed to you:

1. Review the university's ID photo requirements
   • Your photo should look like a passport style photo (smiling is allowed)
2. Upload your photo using our convenient online card request application
   • Complete the identity verification steps (have your government issued photo ID nearby to complete the process)
3. Watch your email for confirmation your photo has been approved or rejected
   • In the event your photo is rejected, return to step #1 and submit a different photo
4. Follow the instructions provided in the photo acceptance email for any required next steps to receive your Iowa One Card

Individuals who do not complete these requirements by December 23, 2026 must appear in person at the Billing & ID Card Service Center with a government issued photo ID to obtain an Iowa One Card.  If you do not have a valid form of government issued photo ID, we strongly encourage you to contact your state's governing agency to obtain the necessary state issued photo identification.
